Jalal Arabi, originally from Gombe State, was born in Jos, Plateau State, Nigeria. He completed his primary education in 1973 at Islamiyya School, which he had started in 1967. He continued his studies at Government Secondary School in the same year and finished in 1978. Jalal Arabi then pursued a Law degree at the University of Jos, earning his LLB (Hons). In 1984, he received his BL from the Council of Legal Education in Lagos.

After completing his studies, Jalal Arabi began his career in 1985 at the Ministry of Justice in Bauchi State. In May 1993, he became the Legal Adviser to the Secretary to the Government of the Federation (SGF) at the Office of the Secretary to the Government of the Federation (OSGF).
Throughout his career, Jalal Arabi has taken on various additional roles in service to Nigeria. In 1993, he was a member of the Inter-Agency Committee responsible for relocating and settling public officers in Abuja. He also contributed to the Inter-Ministerial Committee, which drafted the Terms of Reference and Procedures for several ad-hoc constitutional bodies, including the Transition Committee and the Constitutional Conference Committee in 1994. Additionally, he participated in the Inter-Agency Committee focused on reorganizing and repositioning trade unions and their affiliates in 1994.
In January 2003, Jalal Arabi moved to the Ministry of Defence as Deputy Director of Parastatals and Special Services. By June 2007, he advanced to the position of State House Counsel. In November 2015, President Muhammadu Buhari appointed him as Permanent Secretary. Currently, he serves as the NAHCON Chairman and Chief Executive Officer, following his appointment by President Tinubu.
